The signing of the ASEAN Charter in November 2007 launched a further phase in the ongoing institutionalisation of ASEAN (Association of Southeast Asian Nations), as well as the restructuring and strengthening of its Secretariat. The Secretariat faces a key challenge – it must efficiently coordinate the new ASEAN bodies, including the ASEAN Councils, the Committee of Permanent Representatives and the National ASEAN Secretariats.
Under the umbrella of ASEAN – German Cooperation focal area of ‘Institutional Strengthening/Capacity Development’, the Federal Foreign Office of the Federal Republic of Germany has entrusted Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) with the implementation of the project over a period of eight years, from 2008 (Phase I) to 2015.
The Project Components
Since January 2014 the capacity building project entered its fourth phase (2014 – 2015). An external Project Mid-Term Review carried out in September 2012 recommended the continued project support building upon already achieved results to pursue a sustainable project impact. Moreover the project was advised to put a particular emphasis on the ASEAN goal of establishing an ASEAN Economic Community (AEC) by 2015.
